In their system the kings ruled the people. Elected officials worked together as the Assembly which also ruled the people. Kings sometimes needed the Assembly's permission to do things. Laws held a special place in their government. Sumerian laws were not written down. The laws clearly stated how you had to behave and stated the punishments for if you didn't.
The Mesopotamian Army was very strong. The warriors were ruthless and fearsome. They showed no mercy and took prisoners from places they conquered, using them as slaves. They also taxed people they conquered.
The Military's Advantages
Mesopotamia invented many things,
which served as advantages for their
Military, because they people they
battled did not have these things.
Examples:
*Mesopotamia invented wheels, which are put on vehicles/wagons to help carry stuff. Mesopotamia could of put wheels of wagons to carry weapons and heavy equipment, while their enemies would only be able to use weapons/equipment that they could carry.
*Mesopotamia invented medicine, which heals the weak. That means they could use medicine to heal the wounded well their enemies' wounded would die because they wouldn't have medicine.
*Mesopotamia invented a way of writing, which they could use to write secret messages to each other the enemies would not know how to read. Also their enemies would just have to call their orders out, letting Mesopotamia know their plans.

Laws were not written down, but held a special place in Mesopotamia. They were a mix of monarchy and democracy. Hammurabi later wrote down Mesopotamia's laws as The Hammurabi Code. Many other written forms of laws were written later on.
